This can be one of the prettiest times of year in the city. It sounds like you will be getting here and leaving just in time to miss the truly rainy season. Mostly it is T-shirt and jeans weather or even shorts in the late winter. I would bring a sweater or jacket just in case, because it is still that time of year when a cool front can come whipping through at any time. The temp can drop drastically and quickly and I am not sure where you are from up north, but sometimes the harsh wind in combination with the cool, moist air coming off the river/ lake can shock even the truest northerners, especially a little one. Purchasing cheap, sturdy ponchos or an umbrella will be easy to find in gift shops and drug stores if you want to save the space. I would also recommend bringing a comfortable pair of walking shoes, because when the weather is pretty, there is nothing more fun to do than see the sights on foot and riding the street car. I hope you get gorgeous blue skies and mild temps while you're here. Have a great time!

The best time to visit the breathtakingly beautiful city of Manali is in the months of September to May. This is the time when the city is in its full bloom. This is the time when the weather is in its true colors. The hill resort of Manali, experiences cool weather all through the year. Thus you may visit Manali anytime of the year besides the monsoons that last from June to September

It will be Spring in New Orleans by the end of Feb. There's a chance it will be cold, but probably not. Most likely cool at night.

It is best to layer and leave the heavy coat at home. It was in the 70's here today, but tomorrow expected to be in the 50's/ I'd bring a light jacket, a couple of light to medium sweaters and some light weight long sleeves. Jeans and light weight socks will be plenty. Leave your heavy sweaters and wool socks at home!!!

Dress for warmish spring weather and bring sweaters, light jackets, or all-weather coats (rain coats)... it will likely be 70 degrees, but there is always a chance you Northerners will send down a cold snap (which means about 50-35 degrees F.).

Cold or warm it is always pretty high humidity... so cold seems more bone chilling but you don't have to worry about your face freezing off!

Most places realize we are a tourist town and nice casual dress is accepted anywhere (no shorts, no flip-flops). There are some restaurants that require a tie or a jacket. Women can get by with a lot less befuddlement.

I'm a big fan of the weather channel. They listed New Orleans as one of the rainiest places in the US so an umbrella would be a good idea. I checked their website, and the average high and low temperature at the end of February is 68 and 49. That sounds nice!
